l have a 2002 ford eddie bauer expedition. l have changed the sensors and the pump for the levelling suspension, however the truck continues to be jacked up to the max (notdown!) No service provider see,s to be able to offer any advice including my local ford dealership. Can anyone offer any advice as to what is causing this?

That air suspension--as you now know--is junk.
Just save your money and swap to coil springs.
You wo not regret it.
